So alarmed were insiders about how dysfunctional the International Olympic Committee-run process had become, one senior figure in the war on drugs with experience of several major events told The Telegraph at the time that it was “by far the worst I’ve seen”.
The report by the IO, chaired by leading British sports lawyer Jonathan Taylor, also revealed that of a planned 5,380 drugs tests, only 4,882 took place. Worse still, just 47 of a planned 450 athlete biological passport samples were taken.
The report added: “There was no out-of-competition testing conducted in football, and limited testing for ESAs [Erythropoiesis-Stimulating Agents] in urine samples collected in-competition, in particular for endurance disciplines in swimming, cycling and athletics.
