CHARLESTON, S.C.—Sen. Bernie Sanders returned this week to South Carolina, a state that spurned him during his 2016 presidential bid, and tried again to connect with black voters—a crucial bloc in this state’s first-in-the-South Democratic primary.
One indication of the task ahead for Mr. Sanders, whose campaign two years ago lost momentum in areas where the Democratic base was largely made up of nonwhite voters: The crowds at a pair of his events in predominantly black neighborhoods were mostly white.
