There is another spring race at Bristol Motor Speedway, and although NASCAR moved the race from March to April, it appears fans and teams will once again be dealing with the threat of wet weather, especially on Sunday.   A NASCAR appeals panel has upheld a penalty against Richard Childress Racing for intentionally manipulating the tires on a car driven by Ryan Newman at Fontana.
